Reviews of the forestry sector under the TFAP in the Caribbean successfully provided detailed action
plans. However,
donor support was not forthcoming as anticipated, and the most disappointed stakeholders were
the communities. They
had been led to expect a rapid response to their proposals, but their expectations were not fulfilled.
As a result, some of the
forestry field officers were worse off from the process of consultation than they were before. Relations
with villagers
soured. Morale: don’t promise more than you can deliver - be realistic in what plans can do. Be very
careful not to raise
unfulfilled expectations.
